What kind of bed? How many lamps?

Yes - the readings will reach maximum when lamps "break in"... which only takes about 20 hours or less for 100W mercury balls to stop swirling.

Is your 16 for a single lamp... holding meter right against acrylic? If so - maybe that's more "normal". What is the reading at center of bed with meter on bottom acrylic pointing up at closed canopy?

That should be higher because many more lamps are contributing to the reading. That is how most people keep track of their lamps aging from new to down ~30% from new. It also shows how much UV is falling on "body position" - sort of.
