I have to disagree on the toner part. A good toner has a true function when it comes to good skin care. When cleansing your face you are going to use water which will slightly disrupt your skin pH of 5.5. Water is a 7.0 normally. A good toner will help correct your skins pH back to a 5.5 before applying your moisturizer. When your skin is a correct 5.5 pH your moisturizer will work properly and you will have less chance of too oily/too dry skin.
