I think you answered this when you posted your meter readings for a 10 min session.

Actually I posted meter readings for a THP-24 with 800hrs on it. Its was a matress bed not a 360. It also had alluminum parabolic reflectors not glass and a running voltage at around 208 not 225.

Obviously there would be a diffence in the meter readings from a matress to 360 and by changing the reflectors and the voltage.
