I know it is not the board. Any trouble shooting tips to try next? The fan spins freely too.

Did you test voltage at the fan? could be a bad motor or the cap too. How do you know it's not the board, did you swap it?

Ya I have an extra board. Tanme told me to check the voltage too but I dont know how nor do I have tools to do it. Going to have to support my local freelance installer!
