I have a Tan America VIP3200VHO bed that was on and running when I opened the salon this morning that wasn't on when I closed last night. The T-max timer is set to 0 and the manual plug is not plugged in. How could the bed have turned itself on? And, how do I turn it off? Everything I've tried hasn't worked.

Assuming you mean the lamps are on and not just the cooling fans, it might be that the main relay has fused in the closed or "On" position. As Navi suggests, try turning the circuit breaker off for about 30 seconds and then back on. If the beds starts running again, consider looking at the main relay.

Most likely one of the contacts is stuck in the on position. If you open up the bed, there should be contacts that click on when the bed is running. If you have a defective/bad contact, it will stay on or not come on, or come on by itself if there is a power surge.
Most likely your problem.
