montego bay fans not working - TanToday

We have an old montego bay classic 2600 that the fans will not come on. We have changed the relay and the contactor. Wires are tight. When you turn the bed on the fans come on really low. Turn the bed off and the fans kick on like normal. Any other things to look at?

Check the neutral.
